Chris Moya, President & CEO Christopher “Chris” Moya is the President and CEO of the Independent Community Bankers Association of New Mexico ICBA/NM. Chris became President and CEO of ICBANM in January of 2022 after serving as the Executive Vice President of the Association for one year. Prior to his time at the ICBA/NM, Chris was on the regulatory side of the fence His most recent regulatory role was as the Director of the New Mexico Financial Institutions Division (FID) where he was appointed Director of the New Mexico FID in April of 2019, after having served as the Acting Director for 2 years. He joined FID in June of 2011 and held various roles as an Examiner, Mortgage Industry Manager, and as Deputy Director. Prior to entering the regulatory sector, Chris was in the mortgage industry in southern California. After several successful years in the private sector, he relocated back to New Mexico to raise his family. Chris holds a bachelor’s degree in Economics from California State University San Marcos, An MBA from Eastern New Mexico University and is a graduate of the Western States School of Banking. |

A Tale of Economic Metrics: Understanding Current and Potential Future Economic Conditions Thomas F. Siems, PhD Thomas Siems is Chief Economist at the Conference of State Bank Supervisors (CSBS) in Washington, DC. Thomas joined CSBS in 2019 after serving nearly 34 years at the Federal Reserve Bank of Dallas and 20+ years teaching students at Southern Methodist University. Siems earned a BSE in industrial and operations engineering from the University of Michigan, MS and PhD degrees in operations research from Southern Methodist University, and a Master of Biblical and Theological Studies from Dallas Theological Seminary. Dr. Siems is also a graduate of the Graduate School of Banking at Colorado and has published more than 75 articles in academic, Federal Reserve, and referred journals. He delivered a 2015 TEDxSMU Talk, “The Wealth of Innovations,” and has authored five children’s picture books, including The Dangerous Pet, which poetically helps readers understand the dangers of debt. . |

PANELIST Addressing Board Governance Ruth Christopher, CPA Ruth Christopher, a Certified Public Accountant, is a member of the Citizens Bank of Las Cruces Board of Directors. She has served on the Bank’s Board for 15 years and also as Chief Financial Officer and Executive Vice President. Ruth began her banking career with Citizens Bank as their internal auditor 39 years ago. Before joining Citizens Bank, she worked in public accounting. Ruth is an honors graduate of New Mexico State University and the Graduate School of Banking at the University of Colorado. Ruth is past-chairman of the Independent Community Bankers of New Mexico and is actively involved with the Independent Community Bankers of America. Currently, she serves as vice-chairman of the ICBA Bank Innovation & Solutions Committee and the ICBA Bancard Board of Directors. |

PANELIST Addressing Board Governance R. Lee Glenn Lee is currently a Director and Chairman of the Audit Committee for Platte Valley Financial Services Co in Scottsbluff, Ne. PVFSC is the bank holding company for a multi-state community banking operation. He graduated from the University of Nebraska with Business degree and started a 45 year career in the dry bean industry. Having held finance and management positions with Kelley Bean Co. before retiring several years ago, Lee continues to be active with the Bank and other community boards and state organizations. He and his wife, Deb, have 2 married daughters and grandchildren in Colorado.

PANELIST Addressing Board Governance Ed MacArthur Ed was born and raised in Denver and graduated from Colorado State University in '79 earning a BA in Business Administration with a concentration in accounting. That same year, he moved to Steamboat Springs and married June. They have two sons, Charlie (Becca) and Daniel (Heather) and soon will have six grandchildren. In 1981, June and Ed started Native Excavating Inc., a civil contracting firm, specializing in excavation, pipelines, and concrete placement. He also runs a gravel mining business. In 2017, Ed turned over daily operations to his son, Charlie. In 2000 with several local business people, Yampa Valley Bank started up and six years ago Ed took the board chairman position. Yampa Valley Bank is growing fast and is forecasted to be a $600 million bank by year-end. |

PANELIST Addressing Board Governance Dave True Dave True is a partner/owner of Hilltop National Bank and the True companies. He has served on the Board of Directors for Hilltop National Bank for 42 years and as Chairman since 2011. Along with Hilltop National Bank, Dave is also very involved with all of the family-owned True companies, which are comprised of True Oil, True Drilling, Black Hills Trucking, Toolpushers Supply, Eighty-Eight Oil, Bridger Pipeline, Equitable Oil Purchasing, and True Ranches. With a sense of pride, the True companies are celebrating their 75th Anniversary in 2023. Dave attended Purdue University and graduated cum laude in 1973 from the University of Wyoming with a B.S. in Business Administration. He is also very actively involved with many local, state and national organizations. Dave is married to, Melanie Jackman True. They have 4 children and 13 grandchildren and are proud to call Casper, Wyoming home. |

Esther L. George, former President and CEO Esther L. George was president and chief executive officer of the Federal Reserve Bank of Kansas City and a member of the Federal Open Market Committee from 2011 to 2023. Her Fed service spans more than 40 years including considerable experience as a bank supervisor, moving through the ranks from commissioned examiner to chief regulator. In 2009, during the Great Financial Crisis, she served as the Federal Reserve’s acting director of Banking Supervision and Regulation in Washington D.C. George was actively involved in the Federal Reserve’s work to ensure the smooth and efficient functioning of the nation’s payment system, including leading the effort to establish the FedNow Service. She hosted the Kansas City Fed’s annual Jackson Hole Economic Policy Symposium and was nationally recognized for increasing the participation of women and people of color at the event. Coming from a small farming town in the Pennsylvania Dutch country, he studied business and computer science at Lehigh University.
