Chris Moya, President & CEO Christopher “Chris” Moya is the President and CEO of the Independent Community Bankers Association of New Mexico ICBA/NM. Chris became President and CEO of ICBANM in January of 2022 after serving as the Executive Vice President of the Association for one year. Prior to his time at the ICBA/NM, Chris was on the regulatory side of the fence His most recent regulatory role was as the Director of the New Mexico Financial Institutions Division (FID) where he was appointed Director of the New Mexico FID in April of 2019, after having served as the Acting Director for 2 years. He joined FID in June of 2011 and held various roles as an Examiner, Mortgage Industry Manager, and as Deputy Director. Prior to entering the regulatory sector, Chris was in the mortgage industry in southern California. After several successful years in the private sector, he relocated back to New Mexico to raise his family. Chris holds a bachelor’s degree in Economics from California State University San Marcos, An MBA from Eastern New Mexico University and is a graduate of the Western States School of Banking. |

What’s Right and What’s Wrong With the U.S. Economy
Stephen Happel, Ph.D. Dr. Happel is a nationally recognized speaker on the current outlook for the U.S. and individual states' economies. Known for clear and factual presentations that incorporate lighthearted humor, he can engage any audience and encourages people to think critically, and question ideas being discussed. Dr. Happel earned a B.A. in mathematics and economics from the University of Missouri and attended Duke University where he earned an M.A. and a Ph.D. in economics. Dr. Happel is a long-time instructor at the Pacific Coast Banking School in Seattle and the Arizona Tax Institute. Dr. Happel’s teaching awards include the Burlington Northern Award, the ASU Distinguished Teaching Award, and Arizona Professor of the Year as selected by the Council for the Advancement and Support of Education. He taught large undergraduate classes in macroeconomics as well as MBA classes in managerial economics. He speaks throughout the U.S. on Federal Reserve policy, current tax and spending proposals by White House and Congress, and demographic patterns to consider where the U.S. economy may go next. |

Philip K. Smith, Chairman and CEO, Gerrish Smith Tuck, PC Mr. Smith is the Chairman and Chief Executive Officer of the Board of Directors of the Memphis-based law firm of Gerrish Smith Tuck, PC, and its affiliated bank consulting firm, Gerrish Smith Tuck Consultants, LLC. Mr. Smith’s legal and consulting practice places special emphasis on bank mergers and acquisitions, financial analysis, acquisition and ownership planning for boards of directors, strategic planning for boards of directors, regulatory matters, bank holding company formations and use, securities law concerns, new bank formations, S corporations, going private transactions, and other matters of importance to banks and financial institutions. Mr. Smith is a frequent speaker to boards of directors and a presenter at numerous banking seminars. He received his undergraduate business degree and Masters of Business Administration degree from the Fogelman School of Business and Economics at The University of Memphis and his law degree from the Cecil C. Humphreys School of Law at The University of Memphis. He is authoring a monthly electronic newsletter, The Board Chair Forum Newsletter, which discusses key topics impacting financial institutions and, specifically, the role of the Board Chair. Mr. Smith is a Summa Cum Laude graduate of the Barret School of Banking where he has been a member of the faculty. Navigating Fraud, Cybersecurity, and the Impact of Emerging Technologies in Banking
Paul Benda, EVP, Risk, Fraud & Cybersecurity Paul joined the ABA in 2018, where he leads the association’s initiatives in fraud, cybersecurity, physical security, and information security practices and chairs the ABA Fraud Coordination Group. In addition, he acts as a media spokesman for the ABA and the banking industry on these issues. He currently serves as the Vice Chair of the Financial Services Sector Coordinating Council which is the primary point of contact for the Departments of Treasury and Homeland Security on cybersecurity and resiliency issues facing the Financial Sector. His past experiences include leadership positions in the Department of Homeland Security where he was head of research and development and in the Department of Defense where he was a DARPA Program Manager and designed security systems for the Pentagon. Paul started his career as an Active-Duty U.S. Air Force officer and transitioned to the private sector where he worked as a consultant for Booz Allen before returning to government service.

Amplifying the Community Bank Impact
Rebeca Romero Rainey, President & CEO Romero Rainey is one of the nation’s foremost advocates of the community banking industry, with a focus on regulatory reform for our country’s nearly 5,000 community banks. She has met with President Obama and President Trump to discuss issues that are top of mind for community banks. A third-generation community banker born and raised in Taos, N.M., Romero Rainey is the former Chairman and CEO of Centinel Bank of Taos. Her broader service to the industry began when she joined the board of the Independent Community Bankers of New Mexico, where she served as president in 2007-08. Romero Rainey played a key role in the formation of ICBA’s Minority Bank Council and served as its first chairman. Later she was nominated to become a member of ICBA’s Executive Committee, and in 2016, became ICBA chairman. She is the co-founder of the Bridges Project for Education, a nonprofit focused on helping first-generation college students. She was also selected as Taos Citizen of the Year in 2009 and has been awarded the New Mexico Governor’s Award for outstanding women. In addition to graduating from Wellesley College, Romero Rainey holds a degree from the Pacific Coast School of Banking. |
